Integration: PvdA Returns to Familiar Territory
The draft memo, published in December, proposed three different policies: tolerance, confrontation and norm-setting. The latter means explicit bans - these already exist - on practices like female circumcision and violence to save damaged family honour. Confrontation means immigrants should be informed that wearing a burqa or refusing to shake hands with someone of the opposite sex is abnormal in the Netherlands. Finally, tolerance should apply towards such practices as teachers wearing headscarves in classrooms and the construction of mosques with an Arabic architecture.

２）異性と握手するのを避けたり、ブルガをつけたりするのはオランダでは可笑しい、告知する、こと

というように3段階に分けることを試みているようです。
