欧州の新しい傷と古傷

 以前もカバーしたニュースですが続報が入っているので・・・

Between June 2005 and December 2008, BlinN encountered 112 victims (88 female and 24 male), including 19 minors, in detention facilities for illegal immigrants. Almost all of the victims had been sexually exploited or forced into prostitution.

オランダでは、人身売買された女性などが、売春婦にさせられたあげく、不法移民として、勾留される、と。

In many cases they dare not tell their story because of bad experiences with corrupt police officers in their country of origin.

被害者は、祖国の警察によりひどいめにあっており、真相をかたりたがらない、と。


Most of the victims described in the report come from Africa, mainly Nigeria. The number of victims from China is also considerable, and during 2007 and 2008 a relatively large proportion of the victims came from India.

In his letter, Verhagen writes that he wants to demonstrate his "compassion and respect" and express sympathy with the relatives of those who were killed. Victims' relatives from the Javanese village, now known as Balongsari, have filed for compensation from the Dutch government. The official Dutch standpoint is, however, that the incident took place too long ago to still qualify for the payment of compensation under Dutch law

オランダ、インドネシア独立後に起きたオランダによるインドネシア人大虐殺について、同情はするが、事件が古すぎて補償の対象にはならない、という。


The German government has stated that seeking compensation for World War Two crimes was "morally understandable, but it is, in judicial terms, the wrong way to address this injustice, and so this ruling is not acceptable for us."

Germany said financial compensation claims were closed under a 1961 treaty between the two countries, under which the German government paid millions of dollars in compensation

これは、イタリアのユダヤ人がドイツに第2次大戦のナチの仕打ちに補償を求めているもの。
ドイツは、
1)すでに2カ国間でけりがついていること、
2)法律的に、国家は免責されていること、
などを理由に補償を拒否している。
実質的には、この手の補償が認められると、欧州で同様なケースが頻発することをおそれているらしい。
