これはこれで、いいが、しかし、日本では、欧米人に対する会話で、原則、日本語で対応してもいいのだ、日本語を貫徹してもいいのだ、という公衆教育もしっかりすべきである。

また、そうしないと、従来の欧米人風外見の固定観念に該当する日本人、あるいは、日本語が流暢な欧米人、帰化人に日本語で話さない、という失礼を犯してしまうことにもなる。

こうした政策運用面での批判はいい。なぜそれができなかったのか。足のひっぱりあい、や優先順位の低いことで時間の浪費をするのはメディアも議員ももうやめていただきたい。



ソウル高層ビル激しい揺れ、2千人避難の原因


 【ソウル=門間順平】ソウル市内の39階建てオフィスビルで今月5日、入居者約2000人が避難する騒ぎとなった激しい揺れの原因は、フィットネスクラブでの運動だったとみられることが19日、ビル管理会社の実験でわかった。


 クラブは12階にあり、実験では揺れが起きた当時と同じテコンドーの動きを取り入れた運動を約20人で行った。その結果、38階に設置した振動計測器の値が平常時の10倍を記録したという。

Much of America has come to terms with President Obama being not the most truthful guy at times. He campaigned on ending US wars and has only started new ones. He vowed to close Gitmo yet the infamous prison is still in operation.
But will you get a load of this one? One author is saying that the president lied ? get this ? about his mother. The gull!
In a new biography of President Obama’s mother, former New York Times reporter Janny Scott writes that Barack was fibbing about a make-believe ordeal his mom went through while fighting cancer.
Back on the campaign trail, Obama often alluded to the problems with American health care. The then-Senator would regularly make references to his mom’s own struggles with insurance companies and would speak out about her dying days marred by health care woes.
"I remember in the last month of her life, she wasn't thinking about how to get well, she wasn't thinking about coming to terms with her own mortality, she was thinking about whether or not insurance was going to cover the medical bills and whether our family would be bankrupt as a consequence," said Obama in one September 2007 speech.
"She was in her hospital room looking at insurance forms because the insurance company said that maybe she had a pre-existing condition and maybe they wouldn't have to reimburse her for her medical bills," he said another time months later.
In Scott’s new book, however, she reports that Obama’s mother, Ann Dunham, was actually insured the whole time.

The US Civil Liberties Union is debating with the Department of State over the release of classified documents on the US war on terror. But as Alison Weir, president of the Council for the National Interest told, RT, it is absurd to keep them classified.
The diplomatic cables that were declassified in the US expose Washington's methods of abduction, interrogation and detention of suspected terrorists. The ACLU is demanding they are made public for an official investigation, despite the fact the documents have already been published by the online whistleblower Wikileaks.

“The cables have now been published in the New York Times and many other newspapers across the US and the rest of the world. They should not have been classified in the first place ? they have nothing to do with national security issues, they were just classified because they are violating US laws and because they would be very embarrassing to the US government,” stated Weir.

She doubts, however, if these revelations can influence America's methods of tackling terrorism.

At a protest outside Rupert Murdoch’s Big Apple pad, protesters demanded an investigation into his publications at home.
“We don’t know if newspapers are hacking other people in this country yet, but I see no reason to put it past them,” said demonstrator Harry Wasbren.
So how far from potential public embarrassment do American newspapers stand?
“The ones that are owned by Rupert Murdoch ? without question. The New York Post is one of the most hideous, deceitful tools of criminals that there could be,” said musician and journalist Will Gallison





No publication would admit to paying for information, but that’s also often a technicality.
“What a lot of news publications can get away with doing is they won’t explicitly give someone money in exchange for an interview, someone might set up a charitable organization and then the news will happen to donate twenty thousand dollars to that charitable organization,” explained Lilit Marcus.
The culture of sensationalism in the press is putting the future of journalism on the line.
“The Anglo-American style is trashy, it’s rye-balled, with this snickering tone that is very American. We are a juvenile society, we are a young society. I don’t really know what the Brits’ excuse is ? they’ve been around a long time. Hey, we blame it on them, because we are their children,” said Rall.

Spaniards are outraged and many of them blame pressure from the States as the reasoning behind their own war. Why is Spain resorting to violence and Americans remain mostly silent, though?
“The short answer is US corporate media is lousy,” says David Swanson, campaigner for Roots Action. According to him, there isn’t a single entity in corporate media that isn’t making money off of the war machine.
“Twenty-five percent of Americans think the US should spend three times the next competing nation,” remarks Swanson on the US military budget. In reality, though, America spends seven times that of China.
“Nobody wants it!” says Swanson.
Americans remain largely ignorant of the connection between the economy and the cost of war, and Swanson says that is because you never hear about it on the radio or on the TV

Mainstream media won't report on CIA's secret sites

As the CIA expands covert missions, it’s no surprise than many of their operations go unreported. Jeremy Scahill of The Nation says, though, that many outlets are aware of some injustice carried out by the CIA and are just failing to report them.
“Both CNN and ABC have allowed their media outlets to be used as conveyor belt for the spin of the CIA,”
Scahill says to RT. He claims that he has stumbled upon secretive CIA sites in the African country of Somalia, and that US officials are operating a prison and paying the salaries of Somali national security agents yet no one else will admit to it.

Julie Bass, of Oak Park, Michigan, wanted to grow her own food. She was a fan of organic vegetables, so she decided to convert her front yard from the grass-and-tree landscaping typical in her neighborhood into an edible garden. Because she had just torn up the front lawn to install a new sewer system, she had a perfect opportunity to start fresh. She planted cabbage, carrots, tomatoes, cucumbers and herbs in raised wooden planters, and waited to reep her produce.

A neighbor didn't like her choice of landscaping.

The neighbor called the city and complained that Bass's yard disrupted the look of the neighborhood. The city agreed, and issued Bass a ticket.

Bass was offended. Organic produce is expensive. If she wants to grow her own, she reasoned, why shouldn't she be allowed to? She refused to change her yard. The city insisted; she lawyered up.

Now, with neither party being willing to back down, the case is likely to go to a jury trial. If Bass loses, she faces up to 93 days in jail. All for following the example of the White House! Has news of Michelle Obama not yet made it to Michigan?

ケリをいれて、殴っている。暴力をふるった側が絶対に悪い。

ただ、これ、ここに至った状況がわかりにくい。その前の状況がわからないが、動画では、
外国人3人が車内でビールの缶をもっている。
003 外国人2が日本人の腕に掴んでいる。
005 その外国人が日本人の腕をこづく
おさまったか、とおもったところで、
009 奥のもう1人の外国人3が後ろから、日本人の肩を軽くたたく。
(たぶん、このとき、外国人2が彼の肩を叩いて、挑発した、と勘違いしたのではないか?)
動画がちょっと飛ぶ。立っていた外国人1が問題の二人の間の空席に座っている。
012 今度は日本人がその中に入った外国人1の後ろから最初の外国人2にふれようとする。

すると、「Don't touch 触るな、友達じゃないよ、」となって、「友達じゃないよ」と返答があって、「この手は(なに)さわらないでよ」となって、事態ははエスカレートしていく・・・・。


これ、「ぼくが触ったわけじゃないです」「友達だったら肩を気軽に触ってもいいけど、あなたは私の友達というわけではないでしょう?」とでも言わなくては、多分通じていない。

それと、車内でビールの缶をもっているのも気になる。ここらへん、一部の外国人に誤解があるようで、

1)新幹線など長距離用列車でテーブルなどついているところでは、車内で飲み食いはOkay.
2)通勤用の列車内で、飲み食いするのはエチケット違反。特に酒類はまずい。
仮に日本人がやっているところをみたとしても、その日本人は他の日本人から白い目でみられている。

なにはともあれ、暴力に訴えるのは悪い。

こうではなくて保守的なスカートのはきかたをしている女学生も多いが、こういう女学生もいる、と。

So, when I saw that ad above, shot from the back, asses barely covered (if not for that sweater wrapped around her waist I’m pretty sure that one on the right would be damn near showing glutes), purikura panchira, I had to ask myself: Is that cute or is that sexy? Is this ad sexualizing teens or just illustrating how cute and stylish their uniforms can be?

 要するに、ミニスカートは昔は大人の女性がはいていた。それは男性を惹きつけるための、ファッションでもあった。それを昨今は女学生がやっている。それを広告にしている、というのはいかがなものか、といった問題意識か?

 まず、女子高生のファッションというのも時代によって、変わるということ。


ガングロもしかり、ミニスカもしかり、マスクしてロングスカートはいている女学生がいた頃もあったわけだ。

 また、思春期は色気づいてきていつの時代でもいろんな妙な格好をするもので、そういった色気づいてきた少年やら少女のファッションに対して、親がうるさい人もいればそうでもない人もいる、ということ。

 ただ、こうしたファッションに対して、昔ならまだしも、いまでは、全体として、社会は非難に値する程でもない、として、一部の色気づいた女子学生ファッションを許容している。

 全体としてはその程度のものだが、一部のおじさんや一部の外国人には興味の的になっている、ということ。

 そんな一部の色気づいたガキンチョファッションに興味をもっているおっさんや外国人は助平である、と認識されるであろう、ということ。

 思春期には色気づくものだが、それを肯定してその表現をどれだけ、許すかどうかは時代や社会によって異なるのかもしれない。

 日本人の感覚からすると、学校の先生が彼女とラブホに行ったとを公のブログで書いたり、こうしたことに興味を示すこと自体が不謹慎のように感じるわけである。

 文化の違いといえば、文化の違いかもしれない。

One plans to appeal to the Human Rights Commission.

Women who get pregnant while in New Zealand on temporary residency permits are being told they have to leave the country to have their babies because they would put pressure on already-stretched maternity services, the New Zealand Herald reported.

They are being told they cannot give birth here even if they are prepared to pay the full medical and maternity care costs.)

Hi Leo,

Like pretty much everywhere, you'll find racism in NZ too. But here the main targets of most racist comments/actions are generally those of Asian, Muslim or Maori (NZ's indigenous people) ethnicities. There have been a few (generally isolated) cases of physical or other severe racist attacks... but these are generally few and far between.... please don't be put off by Tothebatmobile's comments... he makes it sound like we are stuck in 1960's southern USA with his talk of the KKK... it is not at all like that here. Most racism in NZ I think stems from lack of understanding, rather than hatred... although, I must admit I am "white", so perhaps its different from a non-white perspective.

Most other racism in NZ is probably more to do with language and cultural differences, rather than the colour of their skin... e.g. Asian, Indian or Muslim immigrants... again, a lack of understanding and threat of something different, rather than a general hatred or malice... or the fact that their skin is a different colour. A lot of immigrant communities tend to be quite insular, and I think some kiwis are threatened by that, and think that they are not trying to 'fit in' to our culture... which is where the mis-understanding, intolerance & racism comes from.
Given that American culture is very similar to Kiwi culture, I don't think you would have many (if any) problems here... in fact, people will probably hassle you more for being an American in general, than for being African-American... there is quite a lot of anti-Bush sentiment here in NZ (and anti-Iraq war), which many NZ'ers seem to tar every American with, whether they support Bush and the war or not... but again, nothing major enough that should put you off coming here.
I spent 6 weeks travelling around the Southern states of the US a year or so ago... In some places I could feel the tension between "whites" and "blacks"... I have never felt that here in NZ.... racism here is more about innappropriate comments from someone that hasn't thought before they spoke.

HALIFAX–A fistfight involving several off-duty police officers and two young black men in Digby, N.S., has delivered a blow to attempts to heal the racial divide in the southwestern Nova Scotia community, says the father of one of the youths.

Rev. Michael Fells says he's frustrated that six months after the RCMP officially apologized for racist behaviour at the local detachment, his son Nathaniel Fells, 19, told him that he and a friend were the targets of a racial slur uttered by an off-duty officer as they walked by a van.

The two young men say the unidentified officer called them "n-----s" as they walked by a local bar at 2 a.m.

Also, the youths say that on-duty RCMP from the local detachment did little to protect them and instead favoured the off-duty officers, who were visiting the area for a charity event.




Toronto gets ‘secret’ arrest powers ahead of G20 protests

ORONTO -- A government changes a law to allow police to arrest people without probable cause. It does so without any legislative debate. Then it keeps the change a virtual secret, until someone is arrested under those new powers.

The Soviet Union circa 1950? Nope. Try Canada, June 2010.

Civil liberties advocates and political activists are up in arms after it emerged Friday that police in Toronto have been given special powers to arrest anyone near the site of the G20 summit if they fail to identify themselves.

What's more, the government of the province of Ontario, which green-lit the new powers, didn't tell anyone about it until after someone was arrested under the new powers.

A man who says he wanted to be a police officer is rethinking his future after allegedly being beaten by a group of Toronto police officers.

On July 22, Sharmake Abdi, 26, was picking up a paycheque for work he did during the G20 summit for the Commissionaires security company. But as he left the company's office at 80 Church Street in downtown Toronto, he was confronted by police.

"[They] put me right there and dragged me all the way here," said Abdi on Tuesday, pointing out where he was grabbed. "Two [officers] sat on my back. One of them was even punching me."

Abdi, who is of Somali origin, says there were at least eight officers with guns drawn taking part in his arrest. They handcuffed him and put him up against a wall.

'Racist' stop-and-search powers to be challenged
Court gives woman go-ahead to take controversial section 60 to task over allegations it discriminates against black people

The high court has agreed that a full legal challenge can be brought against a police stop-and-search power alleged to be used in a racist way against African-Caribbean people.

The challenge follows officers stopping and searching a 37-year-old woman with no convictions, after they claimed she was holding onto her bag in a suspicious way.

The woman, Ann Roberts, ended up being held down by officers on the floor in front of other people, handcuffed and taken to a police station where she was wrongly accused of being a class A drug user and placed on a treatment programme under the threat of arrest if she failed to attend.

Roberts was stopped under section 60 of the 1994 Criminal Justice and Public Order Act, brought in to tackle illegal raves. The power allows police to stop and search people without having a reasonable suspicion they are involved in criminality.

Roberts, a special needs assistant, argued that a disproportionate number of black Londoners are searched in violation of article 14 of the European convention on human rights, which bans discrimination.

Her lawyers say statistical evidence implies that a black person is more than nine times more likely to be searched than a white person. They go on say section 60 is "incompatible" with three articles of the convention: 14, 5, which protects the right to liberty and security, and 8, which protects the right to private and family life.

Police say section 60 is a valuable tool which has been used to tackle areas plagued by violence.

On 9 September 2010 Roberts was on a bus when an inspector found she had insufficient money for her journey on her prepaid Oyster card.

Police were called when she could not produce identity documents.

According to her lawyers, she was searched under section 60 after a police officer took the view she was holding on to her bag in a manner that suggested she had something to hide.

She was told the area she was in was a "hotspot" for gang violence and the possession of knives. Few, if any, acts of gang violence are committed by married women in their mid 30s.

Roberts asked to be searched in a police station rather than in public in case it was seen by young people with whom she worked.

Police refused and when they tried to seize her handbag a struggle followed which led to officers restraining her on the floor.

Three bank cards with different identities were found in her bag. She explained they were in her name, her maiden name – having recently married – and her son's name.

She was told she was being arrested on suspicion of fraud and taken to Tottenham police station.

She was subjected to a drugs test which she was told showed small amounts of crack cocaine, but a later test showed she was clear.

After being put in a cell, she was interviewed and told she was no longer suspected of fraud but was being detained on suspicion that she had obstructed a police search.

Later a caution was administered for obstruction.

And the Nigerian produced the counterfeit French driving licence to prove his identity to the officer.

But the police became suspicious when he was asked where he was born he replied France but the licence said Nigeria on it

Federal immigration agents stopped 58 immigrants in Foxborough, southwest of Boston, in an operation they said was to capture fugitives with criminal records. Of the immigrants, who were traveling in four vans, nine were arrested as criminal suspects and 49 were released but ordered to report to Immigration and Customs Enforcement for questioning, a spokesman for the agency said. Most of the immigrants were janitorial workers, many from Guatemala, who were on their way to clean the parking lot of Gillette Stadium, a lawyer for the Guatemalan Consulate said.

Reports suggest the OHP also has called Immigration and Customs Enforcement and detained legal residents even if they produce proper documentation showing they are lawfully in the United States, Gamso said.

"This is a transparent attempt by the OHP to check the immigration status of Latinos in the area under the guise of investigating possible traffic violations," he said. "They are flagrantly violating the rights of innocent people by detaining lawful immigrants and targeting anyone who appears to be of Hispanic origin."

OHP Post Commander Lt. Mike Harmon said allegations of racial profiling are false.

"Ashtabula does have a large population of undocumented individuals and just through our normal duties, we have common contact with them and when we do, we follow our division policy," he said. "Our division policy is to contact immigration officials.

It always happens this time of year. Excited children fog up windows, eager to view the sights of unknown landscapes. Adults trudge aboard, clutching luggage and boxes of gaily-wrapped presents for distant family members. They settle in for long rides to San Francisco, to Denver or even south of the border for long-awaited holiday visits.

As the Greyhound bus pulls into the station, however, the holiday cheer and travel ennui are abruptly interrupted, instantly replaced by anxiety and fear. Uniformed agents board buses and demand to see travelers’ paperwork before they allow the bus to proceed.

They are not Greyhound employees verifying tickets―they are agents of the U.S. Customs and Border Protection who, Scrooge-like, appear to increase their enforcement of immigration laws during the holidays―at least according to advocates.

These buses are not passing through checkpoints or crossing international borders. Indeed, it would seem that the agents have no probable cause whatsoever to be patrolling stations and buses. Nonetheless, agents and their vehicles have been spotted at the San Bernardino Greyhound station at least 12 times since the beginning of November, and twice at the Claremont station, according to volunteers with the Inland Empire Rapid Response Network, which operates a hotline for immigration concerns.

And their means of enforcing the law is, in a word, questionable. While no longer as blatant about racially profiling Latinos as they have been in the past, they do tend to scrutinize the “Latino-looking” passengers more than their fair-skinned counterparts, witnesses say.


“I was a witness to Border Patrol actions at this Greyhound station,” says Daniel Guzmán, a pro-migrants’ rights activist, pointing toward the San Bernardino terminal. “The agents boarded the bus and let some passengers off. The ones that remained on board were the Latino passengers, and they were questioned about their migratory status.”。

Two years ago, Alex’s worst fears became a reality. He was at the Fairhaven Greyhound station waiting to catch a bus to Seattle, when a Border Patrol agent overheard Alex speaking Spanish on his cell phone and asked where he was from. Alex told the agent he was from Mexico, and when he could not provide proper documentation, he was taken into custody and eventually deported to Mexico. Remarkably, Alex made his way back to the U.S.

“It was the scariest thing that has ever happened to me,” Alex said.

Supervisory Border Patrol agent Mike Bermudez said agents often patrol airports, bus stations and other transportation hubs.

Bermudez said these places are where individuals who have violated U.S. laws usually can be found.

Bermudez said Border Patrol Agents do not racially profile. However, Bermudez said agents are allowed to strike up a conversation with any person they choose. If that person volunteers any information regarding his or her country of origin, it provides agents legal grounds to demand documentation of legal U.S. residency or citizenship.

Nerini said Western needs to take a closer look at its policy regarding hardship withdrawals, which allow students to withdraw from a class due to unforeseen illness or personal emergency, for students affected by deportation issues and whether the university would allow ICE to come on campus.

No longer rounding up just fugitive immigrants
A federal program shifted its focus to boost arrests, a report says, and is going after any undocumented workers.


That, the report said, meant teams were arresting any illegal immigrant they encountered during their operations, regardless of whether the person had an outstanding deportation order or a criminal conviction.

The man's voice on the phone asked for help. He was very tired, having walked the 90 miles from Livingston, Texas, to Houston. When he was arrested he did not have his permanent residency card with him. He had been jailed for three months for an "immigration violation" and when released was put out on the street. He needed help to go to another city to his family.

We heard later that there is a suit being brought against that jail. The law requires them to release people who are simply not carrying their "green card" (permanent residency card) within 72 hours. Three months is not 72 hours.

Police Threaten to Arrest Bochur for not Carrying ID


CROWN HEIGHTS [CHI] — A Bochur was stopped, this Motzai Shabbos, by a van with 7 cops for riding his bicycle on a sidewalk, and when police asked for his identification he explained that Shabbos had just ended and he did not have it. Instead of understanding, the officers threatened to arrest him.

The incident took place a short time after Shabbos on Brooklyn Avenue between Montgomery and Crown Streets. The police van was driving down Brooklyn when they spotted the Bochur, stopped him, and all the officers got out of the van and surrounded the Bochur.

A passerby called Shomrim, out of fear the Bochur might get arrested.

The police relented and accepted his verbal identification and wrote him a criminal summons for riding his bike on a sidewalk, for which he will have to appear in criminal court.

Many people may believe that if they are traveling domestically inside the United States, they cannot be questioned about their immigration status. Unfortunately, this is not entirely true. Indeed, in Upstate New York, an alarming number of noncitizens who are out of status and encountered by the U.S. Border Patrol aboard buses and trains from New York City have been arrested, detained and placed in removal proceedings. Those who are not carrying proper immigration documentation with them, such as a “green card” or a passport and I-94 card, may be delayed and subjected to a humiliating interrogation while officials investigate whether they are in fact in status. Amtrak and Greyhound provide no warning to their passengers that they may be subject to such inspections by immigration authorities.

He was probably charged with more than not having ID. It is not a crime to not have ID, every jogger or person at a public pool would be subject to being arrested. The police in Manhattan harass minorities and have quotas to meet so they arrest people for blocking the sidewalk, sleeping on the subway, or anything else they can come up with, some of which are actually crimes or violations.

If a law enforcement officer has a reasonable suspicion that a person has committed or is about to commit a crime, (“about to commit” is defined in ORS 131.605 somewhat loosely as: “unusual conduct” indicating “criminal activity may be afoot.”) then the citizen may be stopped (detained) and an inquiry may be conducted about the suspicious circumstances, which does not include the obligation to identify oneself to the officer in Oregon.

For now, citizens do not need to carry identification. And pedestrians need not identify themselves unless charged with a traffic citation or crime. If cited or charged with a crime, the person must correctly identify themselves for purposes of service of the Uniform Traffic Citation or face arrest for a Class A Misdemeanor for giving False Information to a Peace Officer. ORS 162.385. Thus, while no identification papers must be carried by a person, it is, nevertheless, a misdemeanor crime to fail to correctly identify oneself when being cited.

Leaders of a company in crisis, though, face a higher threshold — and apologizing requires not only a message but also a public exhibition of remorse, often with deep bows at the feet of those who were wronged.

Hundreds of prostitutes and pimps rallied near a red-light district in Seoul, South Korea, yesterday to protest a police crackdown on brothels, with some attempting, unsuccessfully, to set themselves on fire.
A crowd of about 400, mostly women wearing baseball caps, masks and sunglasses, chanted slogans such as, "Guarantee the right to live!" during the four-hour rally.

At one point, about 20 protesters in their underwear and covered in body and face paint doused themselves in flammable liquid in an apparent attempt to burn themselves, but others stopped them. Some of the women then sat in the street and wept and screamed.

The rally comes weeks after officials began stationing police cars near brothels in a bid to drive away people looking to pay for sex.

A Taiwan hospital has been fined for violating gender equality laws by firing a cross-dressing male employee who came to work dressed as a woman.

 日本政治に詳しい米コロンビア大学のジェラルド・カーティス教授が18日、東京都内で講演し、菅直人首相と自民党の谷垣禎一総裁の政治姿勢にそれぞれ苦言を呈した。

 カーティス氏は4月下旬、菅首相と谷垣氏に個別に面会した。講演では、菅政権の震災対応を「会議が多すぎ、政治のリーダーシップが見えない。菅首相は権限をどう委任するかが、わかっていない」と批判。谷垣氏には「菅首相がダメだと言う必要はない。それは国民がいずれ判断することだ。むしろ建設的な提言をすべきだ」と伝えたという。

 カーティス氏はさらに「日本は社会がしっかりしているから、政治が貧困なままでいられる。日本の政治家は国民に甘えている」と日本政治の現状を嘆いた。

I say in many cases the troubles between the Japanese and the foreigners arises because of the miscommunication. There are many aspects of it but what is really the motivation for many foreigners who hesitate to write in Japanese. I can understand the complaints that some Japanese speak to them in English; some trying to practice English, others trying to show off their English, still others presupposing that the foreigners understand only English.

I am afraid you are a bit naive here.
Many people help others for variety of reasons, some for selfish reason others for altruistic reason.
I leave you psychoanalysis of my motive, but the fact remains there is a need to help troubled NJ. By offering a help we can prevent them from joining a hate group which will bring about more troubles between J and NJ.

まあ、私もくせのつよい人間ですから、なにかhelpをたのみたくない、という人がいるのは理解しているつもりです。
I understand he hates me, and and I understand he or anybody may have his own reason to be hesitant to ask me for help.
But we are talking about the helps that fix troubles that exist between J and NJ so that troubled people may not turn to a hate group for helps. I have been saying that it does not have to be by me.
And I am asking if Justin will take the part so that I can play the role of an attack dog only.
But probably he can’t because according to him, he needs to choose one and only one role. And he chose to be an attack dog.

東京大空襲 他

東京大空襲から66年 上野で慰霊式典


1945年3月10日の東京大空襲からあすで66年となります。これを前にきょう、上野で慰霊式典が行われました。

こうした焼けこげた屍体をみると、やはり、戦争は狂気の沙汰と思わざるえない。

広島市や長崎市には原爆ドームや像、資料館が、沖縄県には「平和の礎(いしじ)」や県平和祈念資料館がある。空襲で1万5000人の死者・行方不明者が出た大阪府には「ピースおおさか」(大阪国際平和センター)があり、戦争体験者の証言をビデオで見ることもできる。3月10日だけで10万人が命を落とした東京には、平和をテーマにする都立の展示施設がない

 東京に平和記念館というのもいいが、しかし、日本の場合、やはり、被害者の側面だけ強調する傾向がある。戦争の悲惨さ、平和への祈りを表す記念館だとすれば、日本がされた残虐行為だけではなく、加害者として、中国でした残虐行為、あるいは、日本兵捕虜がされた残虐行為だけではなく、捕虜にした残虐行為も資料として設置すべきだ。

 一部の右翼の人達は、日本のした加害行為を過小評価する傾向があるが、しかし、なにを恐れているのかわからない。過大評価も過小評価もしないで、歴史の通説にしたがって、悪いことは悪いと認めてこそ、外交的にも安全保障的にも日本のためになる。

 被害者の観点からも加害者の観点からも戦争は最大限回避すべき狂乱であると肝に銘じておく必要がある。

 もっとも、軍事力と戦争は直結しない。戦争を回避するための軍事力ということもあり、軍事力が不足ないし機能しないために、残虐な戦争になることもある。侵略しないことは当然であるが、侵略されない、戦争に巻きこまれないためにも軍事力は必要なのである。

社説:女性の起用 「埋蔵資産」開花させよう

 
野村ホールディングスが1925年の創業以来初めて、女性を常勤役員に起用する。中川順子さん(45)で、財務統括責任者(CFO)という、グループの財務を取り仕切る重要ポストに来月就く。


米大手証券のゴールドマン・サックスは、日本人女性の就労率が男性と同等まで高まれば、日本の国内総生産(GDP)が15%も増加すると試算したリポートを昨秋まとめた。その言葉を借りるまでもなく、女性は、日本が潤沢に抱えながらも活用しきれず無駄にしている最大の“埋蔵資産”ではないか。

発言への反発を考慮したのか、メア氏はキャンベル氏に同行する予定を急きょキャンセルした。本人は今夏、ホワイトハウスの国家安全保障会議(NSC)アジア部長に転出するとされる。対日政策はアジア外交の柱の一つのはずだ。その責任者に就任するとすれば、今回の事態に対する真摯(しんし)な対応がぜひとも必要だ。


メア日本部長を更迭 次官補が外相に陳謝

 在日米大使館は10日、沖縄の人を「ごまかしとゆすりの名人」と発言したケビン・メア国務省日本部長を事実上更迭し、後任にラスト・デミング元駐日首席公使を充てる人事を発令したと発表した。キャンベル米国務次官補(東アジア・太平洋担当)は10日、松本剛明外相と会談し、この人事を伝えた。沖縄の反発など波紋の広がりに、早期の事態沈静化を図るのが狙いだ。

 キャンベル氏は外相に陳謝する見通し。メア氏はこの夏にも交代する見通しだったが、早期の対応で米側は誠意を示した格好だ。

 なかなか現実的。
 今回のアラブの革命はアラブの人々の革命であって、米国が介入すべきではない。飛行禁止区域についても、それを実行するには他の空爆もしなければならず、実質戦争となる、この地域に米国が戦争をするほどの国益はない。
 米国は、世界のどこの国ともつきあっていかねばならず、相手が米国に適切に応じ、かつ、米国の国益を害さない限り米国も当該国家を適切に応じるが、しかし、当該相手国が独裁国だからといって、民衆を扇動して、民主化するわけにもいかない。米国が相手国が選挙を実行することを提案するがしかし、独裁国家の国内政策まで責任を負えるわけでもなく、また、その独裁者を選んで備え付けたのは米国ではない。したがって、独裁国家とつきあいがあるということで米国を非難するのは正当とはいえない。

 ネオコンとは何が国益か、という点で見解が異なるようで、ネオコンは地政学的な観点からアフガンイラクを重視、侵攻したが、論者にとっての国益は、油とか、米国国民の生命財産といったもう少し狭い意味でとらえているようである。
 
 他国の軍隊が外国で駐在すれば、反感をもたれる、また、どの国も、国民の自由だけではなく、他国から支配や指導されない政治的自由をもちたがっているのだ、と認識している。


 本件に関しては、手堅い国際政治観ではなかろうか?

 自由・民主主義・法の支配を理想としながらも、それらを押し付けるのもよくない。しかし、中国のようにそうしたことに無関心すぎるのもよくない。そこのバランスが重要なところであろう。

Colin Batley is said to have forced a number of his victims into prostitution and claimed 25% of their earnings.

In one instance, the trial heard, Batley tried to force a pregnant schoolgirl to give birth. The girl, who had been raped by a cult member, was told all children conceived within the cult belonged to it.

New cult members, often deeply troubled children, were forced to go through an elaborate initiation ceremony. At its heart would be sex with an adult, with anyone unwilling to take part warned they risked being killed by a cult assassin.

Fox news lies about Wisconsin protests

As teachers and students protested for three weeks in the state capitol of Wisconsin in a fight to protect state workers collective bargaining rights, Fox News created their own facts that were far from the truth to push their own political agenda.
From fabricating poll results to broadcasting fake video and spinning stories about reporter abuse, Fox left no angle un-spun

“I’m sure I’ll get a flurry of emails calling for me to apologize for naming them “thugs and bullies”, but they are – and I won’t apologize for it, but that’s what they are,” said one Fox anchor.
In reality there was no bullying going on. That was certainly the case when RT was on the ground in February as the protests were peaking.

Police even issued a “thank you” statement to protesters for being peaceful, but according to Fox News channel, the demonstrators have been an uncontrollable mob. Describing the demonstrating as “profanity, vulgarity and pretty vile behavior,” protesters have been dubbed “not a terribly classy or civil group of people”.
The non-existent violence was taken to an extreme with a spin of an alleged attack on a Fox reporter.
“That guy just hit me,” the journalist reported in a live broadcast. He seemed to have seen it coming by saying in a separate broadcast, “the hate that you get from these demonstrators. You can see it in their faces.”
From a video posted online, it became clear that nothing close to harassment had taken place, but it was too late to stop the infamous Fox spin.
“They’re pushing him, they’re shoving him,” one broadcast echoed another.

In addition to leaks, Young seeks out and photographs what he calls "sensitive sites," which he puts on the website in an area called the "eyeball series."
First stop on the tour is the Federal courthouse where terrorism suspects are tried. Photos John Young of Cryptome.org has published of places like this, as well as the police and judicial headquarters known as the "ring of steel” have led the FBI to visit him and critics to say he’s putting national security at risk.
Young begs to differ.
“In contrary, censorship is a risk to our society our most valuable aspect is that it’s open and we can see what’s going on,” he argued. “Censorship, secrecy all works against a democratic society.”
Young said post 9/11 America has amounted to a buildup of secrecy, seen all over areas like the federal detention center, prosecutor’s office, and court house in downtown Manhattan. Pointing to the officers, checkpoints, and FBI barricades, it's what he calls security theatre.
And at the intersection of “justice, police, everything," as Young referred to it, we were greeted by an officer around every corner. They wanted to know what we were doing and if we had permission to film.

A Florida man is suing an ex-firefighter for stealing his foot.

The limb was lopped off in a car accident in 2008 and retrieved by Cynthia Economou, who admitted taking the foot to help train her body recovery dog.

 【ニューヨーク=田中光】米国の疾病対策センター(CDC)は、性に関する意識調査をまとめ、性的行為を経験したことがない15歳から24歳の若者は、2005年の前回調査では男女ともに22%だったのが、男子27%、女子29%に上がったと発表した。日本で「草食系」男子の増加が指摘されるなか、米国人では、男女ともに「草食系」が増える傾向にあるようだ。

 調査は全米でも最大級。06年から08年にかけて、15歳から44歳の男女1万3500人から聞き取り調査した。その結果、15歳から17歳の未成年の性的行為未経験者は、男子が前回の46%から53%に、女子が48%から58%に増加。20歳から24歳でも、男女とも8%から4、5ポイントあがった。

 調査は理由については言及していないが、AP通信などは、ブッシュ前政権時代の保守的な性教育が影響しているのではないかとの見方を指摘している。

ATLANTA (AP) — Fewer teens and young adults are having sex, a government survey shows, and theories abound for why they're doing it less.

Experts say this generation may be more cautious than their predecessors, more aware of sexually spread diseases. Or perhaps emphasis on abstinence in the past decade has had some influence.

Health scientist Anjani Chandra of the Centers for Disease Control and Prevention described the decline in sex as small but significant. She declined to speculate on the reasons. It's difficult to look for a trend earlier than 2002 because previous surveys did not gather as much detail about various types of sex, she added.

However, data over the years on vaginal intercourse among never-married adolescents shows a steady decline since 1988. That seems to be in sync with other CDC studies showing an overall drop in teen pregnancy.

That the trend began in the late 1980s seems to undermine the idea that abstinence-only sex education — heavily emphasized during the 2001-2009 presidency of George W. Bush — is the explanation, Albert said.

But it is possible those messages contributed, he added.

Experts said the National Survey of Family Growth findings showed a ‘backlash’ against the ladette culture of the 1990s in which women thought they could have casual sex like men.
But they also indicate a resurgence of conservative values, as shown by the success of the Tea Party in last year’s mid-term elections.
Church campaigns have sought to promote abstinence among young people over the past decade, while several states have changed the tone of sex education in schools.
Unlike in Britain, where sex education tends to focus on contraception, American lessons try to discourage youngsters from having sex in the first place.
Bill Albert, of the National Campaign to Prevent Teen and Unplanned Pregnancy, said the findings showed ‘extraordinary progress on a social issue that many once considered intractable’.
‘Many, many young people have been very receptive to the message of delaying sexual activity,’ he said.

In recent years several Christian movements have sprung up in America, encouraging young people to wait until they are married before having sex.
The most prominent is True Love Waits, in which followers wear an ‘abstinence ring’ to show their commitment to remaining a virgin. The Silver Ring Thing is a similar church-based programme.
This week a basketball player at a Mormon college was kicked off the team after it emerged he had had sex with his girlfriend. Brandon Davies breached the vow of chastity he had taken when he enrolled at Utah’s Brigham Young University.
Dr Laura Berman, a leading expert on sexual health, said the survey showed that when it came to teenagers and sex, the U.S. was ‘starting to see the pendulum back in a different direction’.
She added: ‘What I’ve heard for many years is that women are saying I want to be just like the guys and have casual sex.
‘Due to chemical things going on in our bodies we can’t do that in the same way that boys might so we’re starting to see a backlash.
‘A lot of these women have been hurt and they are realising that women and men should slow down.’

It's not quite a revolution, but it is a significant change for teenagers in this country. More and more teens appear to be postponing sexual activity. NPR's Nancy Shute reports.

NANCY SHUTE: Watch TV and you'd think that all young people are having sex. But a big new federal survey of teenagers and adults ages 15 to 24 says that's really not true. Almost 30 percent say they have never had a sexual encounter. That's up a lot from 2002 when just 22 percent of teens and young adults said that they'd never had any sort of sex.

Experts aren't sure if this is a trend, but teen pregnancy rates are down and use of condoms and birth control is up. Pediatrician John Santelli is a senior fellow at the Guttmacher Institute which studies sexual health.

Dr. JOHN SANTELLI (Senior Fellow, Guttmacher Institute): You know, I see a generation of adolescence who are very concerned about making the right life choices, you know, trying to take care of their health, trying to take care of their responsibilities in school and perhaps this kind of data reflects that. It's hard to know.
