訪日外国人「回復宣言」＝３月９２％増、震災前の水準に
　日本政府観光局が２０日発表した３月の訪日外国人数（推計値）は、前年同月比９２．４％増の６７万８５００人となった。昨年３月の東日本大震災の影響を受けて落ち込んだ反動で大幅に伸びた。東京電力福島第１原発事故による放射能被害への不安感も和らいだとみられる。２０１０年３月実績（７０万９６８４人）との比較でも４．４％減にとどまり、同観光局は「震災前のレベルまでほぼ回復した」と分析している。

妻の３割ＤＶ被害、別れぬ理由「子ども」半数超

　内閣府は２０日、「男女間における暴力に関する調査」の結果を発表した。


　それによると、結婚したことがある女性の３２・９％が、夫から身体的暴行や精神的嫌がらせなどＤＶ（家庭内暴力）被害を受けた経験があることが分かった。被害女性の４１・４％は周囲に相談しておらず、子どもへの配慮や経済的不安から泣き寝入りするケースが目立っている。

　調査は３年に１回行われ、前々回（２００５年）、前回（０８年）を通じて、被害女性の割合はほぼ横ばいで推移している。

　被害の内訳（複数回答可）を見ると、夫から蹴る、殴る、突き飛ばすなどの暴行を受けた女性は２５・９％に上り、６・２％は繰り返し暴行を受けていた。人格を否定する暴言や、交友関係の監視などの嫌がらせ・脅迫を受けた女性は１７・８％、嫌がっているのに性的行為を強要された女性は１４・１％だった。

　被害女性が夫と別れなかった理由では、「子ども」を挙げた割合が５７・３％と最も高く、「経済的不安」が１８・９％で続いた。

人気グループ「ＥＸＩＬＥ（エグザイル）」メンバーのＳＨＯＫＩＣＨＩ（本名・八木将吉）さん（２６）が２０日早朝、東京都渋谷区の路上で８７歳の認知症男性を保護し、タクシーで区内の自宅に送り届けた。

　男性の長男（６３）は「親切で優しい青年だった」と感謝している。

　長男によると、午前５時頃、自宅に若い男性が父親とともに訪ねてきた。男性は本名を名乗ったが、話をしているうちにエグザイルのメンバーだとわかった。本紙の取材に、ＳＨＯＫＩＣＨＩさんは所属事務所を通じて、「路上を徘徊（はいかい）していたので心配になって何度も声をかけたら住所を言ってくれた。無事にご家族のもとに帰すことができてよかった」と答えた。

2012年4月17日、日本経団連の研究機関、21世紀政策研究所（森田富治郎所長）が16日に発表した2050年までの日本と世界50カ国・地域の長期経済予測によると、日本は人口減少や市場縮小などのマイナス要素が拡大し、今後40年以内に先進国から脱落する可能性が高いと指摘された。シンガポール華字紙・聯合早報が伝えた。

同研究所が4つのシナリオに基づいて試算した「グローバルJAPAN2050年シミュレーションと総合戦略」によると、日本とは逆に中国は2030年に経済規模で米国を追い抜く見通し。2010年代にはGDP（国内総生産）ランキングで10位以内に先進国7カ国が入ったが、2030年に残るのは日・米・英の3カ国のみ。経済成長著しい中国は早くて2025年には米国に追いつくという。

日本経済が衰退する主な要因は人口減少問題が解決されないことで、今後30年で日本の労働人口は2000万人も減少すると予測された。「基準シナリオ」によると、日本経済は2030年代にマイナス成長に転じ、41年〜50年のGDP成長率は年平均マイナス0．47％となる。2050年には現在世界3位の経済大国の地位をインドに譲り渡すことに。

1人当たりGDPでも、日本はアジア諸国のなかで下位に落ち込むと予測。2050年にはシンガポールが世界2位、香港4位、韓国14位、日本は18位に転落する。4つのシナリオのうち、最も見通しが暗い「悲観シナリオ」では、政府債務残高のさらなる積み上がりが経済成長の重石となり、2010年代以降マイナス成長が続くことで日本は世界のトップグループから完全に転落する。

同報告では日本の労働人口減少によるマイナス成長を緩和するために、女性労働者の参加率向上を目指すとともに、海外からの高度な人材を積極的に受け入れることを提言している。（翻訳・編集/本郷）

【4月20日 AFP】人口減少や少子高齢化、生産性の伸びの減速による経済の縮小により、日本は2050年までに先進国から転落するかもしれないと警告する報告書を、日本経済団体連合会（経団連、Keidanren）が設立したシンクタンク、21世紀政策研究所（The 21st Century Public Policy Institute）が発表した。

　報告書では、慢性的な低出生率による労働力の減少や、貯蓄率の低下、投資活動の停滞によって、日本は経済大国の座から転落するだろうとしている。

　また、たとえ生産性が世界経済でトップクラスの国々の平均水準まで回復したとしても、2030年代には日本経済のマイナス成長が始まると予測している。

　日本の国内総生産（GDP）は2014年にインドに抜かれ、2050年までには中国・米国の6分の1、インドの3分の1の規模となり、存在感は「著しく」低下すると警告している。2011年に中国に抜かれるまで、日本は世界第2位の経済大国だった。

　最も悲観的なシナリオでは、財政状況の悪化により日本経済は縮小を続け、世界の経済大国とは言えない水準までGDPが縮小するという。

　しかし日本の未来に全く希望が無いわけではない。報告書は、女性労働力率を2040年までにスウェーデンと同水準まで向上させることができれば、日本は2050年まで世界第4位の経済大国の地位を保つことができるだろうとしている

原発停止にフリーランチはない

ニューズウィークにも書いたように、昨年の燃料費の増加は4.4兆円。きのう発表された昨年度の貿易赤字も4.4兆円で、ちょうど燃料費の増加分が貿易赤字になった。このうち原発の停止による増加は3兆円程度とみられているが、それでも毎日100億円ぐらいお札を燃やしているようなものだ。そして電力供給が不安定になってエネルギー価格が上がると、製造業の海外移転が進んで雇用は失われる。これが原発停止の機会費用である。
