日本ＩＢＭは３０日、橋本孝之社長が会長に退き、ドイツ国籍で米ＩＢＭ本社バイス・プレジデントのマーティン・イェッター氏が社長に就く５月１５日付の人事を発表した。外国人が社長に就くのは５６年ぶりで、創立以来２人目。
日本ＩＢＭは２００２年から９年連続で売上高が下落している。米本社との関係を深めることで製品やサービスの競争力を高め、経営の立て直しを図る。
橋本社長は「ＩＢＭが世界中に持つ技術や知見のなかで、日本のお客様が最も必要としているものを提供するための人事だ」と説明。イェッター氏は「日本企業のグローバル化を手伝うため、世界の人材を投入したい」と述べた。

One in six French people lives in poverty

Over 11 million people in France - or more than one in six of the population, live in poverty and social exclusion, a report published on Friday claims. Poverty has increased sharply since 2004 and even some people in work earn so little that they are classed as poor.
The report published by the observatory on poverty (Onpes) says France has resisted 2008-2009 crisis relatively well, but that the French are paying for the consequences.
In 2009 and 2010, 11.2 million earnt very low wages, or suffered from severe material deprivation or lack of work.
The report says 13.5 percent of the population earn less that 60 percent of the average wage in France. That means 8.2 million people live on less than €954. Considering that a studio apartment in Paris can easily cost €700 a month, that’s not very much.
Onpes also says that extreme poverty, people living with less than 40 percent of the average wage is also on the increase. Close to 2 million people survive on less than €640 a month. The report also says the increase of this very poor segment of population is slow but steady, and is not adressed by France’s social services.
The worst hit groups - single mothers, young adults and older women - are struggling more than other age or social groups. Onpes remarks that many poor people in France do work but that having a job no longer means workers are above the poverty threshold.

A secondary school student near Paris was accused of wearing provocative clothing and sent back home. The school thought her skirt was too long, and conveyed religious values.
"Other students come dressed up as hippies or goths and nobody says anything," the girl, Khadija, told the French daily Le Parisien, "but I’m not even allowed to wear a gypsy skirt."
"If I had come to school wearing a veil I would have understood their reaction," says Khadija, who is a student at the Edmond-Rostand secondary school at Saint-Ouen-l’Aumône near Paris.
On Monday, Khadija was sent home from school for wearing a long skirt that according to the school conveyed religious values.

Seven witnesses appeared in front of US District Judge Katherine Forrest in New York on Thursday. Among the seven individuals,a Pulitzer-prize winning journalist Chris Hedges was responsible for filing the lawsuit believes the “indefinite detention” portion of the law could result in his imprisonment at Guantanamo Bay for merely doing his job.

Philadelphia student arrested for photographing police

A student in Philadelphia has been arrested for taking photos of a traffic stop outside his house. That’s despite of the fact that police officers were specifically instructed that people can take pictures of their activity in public.
Ian Van Kuyk, a Temple University photojournalism student, has been charged with obstruction of justice, resisting arrest and disorderly conduct. All for simply trying to do his course assignment.
Van Kuyk relates the story. He was sitting on the porch stairs of his home when police pulled a vehicle to the side of the street. As he was tasked with a night-photography assignment, Van Kuyk decided to use the moment, grabbed his camera and began shooting photos.
A police officer then told Van Kuyk to move away from the scene, and the student followed the order but continued shooting. However, an officer soon demanded that Van Kuyk stop taking photos. When the student asserted his rights to film on public domain, an officer reportedly said: “Public domain, yeah we’ve heard that before!” Van Kuyk says the officer then started shoving him.
“He was pushing me, and I kept taking pictures and he didn’t like it, and he … got real aggressive and threw me to the ground,” the student recalls.
Van Kuyk was then arrested. Police reportedly threw his camera, which was university property, on the ground. Meghan Feighan, Van Kuyk’s girlfriend, tried to pick up the camera to save it but was herself arrested. Van Kuyk was held in custody for 24 hours, while Feighan was under arrest for 18 hours.
Six days after the event, Feighan settled the case by agreeing to pay a $200 fine and do 12 hours of community service.

Van Kuyk was sitting on his front steps in the city’s Point Breeze section when police pulled over a vehicle. The student began taking pictures to fulfill a course assignment for shooting at night. He was not using a flash and obeyed one police command to move back, Osterreicher said.
But officers then asked Van Kuyk to stop taking photos. When the student asserted his right to use the camera on public street, one officer reportedly said: “Public domain, yeah we’ve heard that before!” Police allegedly pushed, shoved and threw Van Kuyk to the ground before handcuffing him.
His girlfriend also was caught up in the scuffle as she tried to rescue Van Kuyk’s camera, which belongs to Temple University. She was charged with obstruction and disorderly conduct; court records indicate she entered a community service program that could eventually allow her record to be expunged.
Police eventually returned the camera with the traffic stop images still on the memory card, according to Temple professor Edward Trayes, who teaches the course for which Van Kuyk was shooting.
Andrew Mendelson, chairman of the university’s journalism department, said he asked Osterreicher to get involved because the student’s arrest could have a chilling effect on free speech.
“This is not just about journalists,” Mendelson said. “This is about all citizens.”
Van Kuyk did not immediately return a request for comment. His next court date is April 16.

「コーヒー係」命令は違法 新銀行東京に賠償命令

新銀行東京でいじめを受けたなどとして、元行員の男性が同行などに約６７００万円の損害賠償を求めた訴訟の判決が３０日、東京地裁であった。生野考司裁判長は、コーヒーサーバーの管理など、男性の職歴に合わない雑用をさせた点を違法と認め、１００万円の支払いを同行に命じた。
判決によると、男性は試用期間を経て正式採用される際に、自主退職を求められたが応じなかった。その直後に配置転換となり、２００５～０６年に計約５カ月間、コーヒーサーバーの管理や座席表の作成などの雑務に従事させられた。
判決は、男性がかつて民間会社で主に法務部門を担当し、経営コンサルタントを経て入行したという経歴を踏まえ、「機械的作業に専従するとは想定されておらず、銀行の裁量権を逸脱している」と指摘。自主退職に応じなかったことへの実質的な制裁で、違法だと結論づけた。
判決を受け、新銀行東京は「当行の主張が大筋では認められた。控訴については、判決文を精査して検討する」とコメントした。2012年3月31日14時1分

Rather than promote democracy in the Middle East, the West has a long history of doing the exact opposite.

This Western view was, however, seldom shared by Muslims who believed that Islam and democracy were perfectly compatible. As early as 1912, the Indian philosopher Abul Kalam Azad (b1888) wrote: "Islam regards every form of government which is non-constitutional and non-parliamentary as the greatest human sin." Turkey's Mustafa Fazil Pasha (b1829) held that Islam determined one's destiny in afterlife but it "does not limit the rights of the people". Abdullah Abdurrahman of South Africa (b1870) observed that, without full equality, "there is no such thing as a democratic institution". Without multiplying examples, it is suffice to note that the notion of divine sovereignty advanced by India's Maududi and Egypt's Qutb were complex developments unfolding much later.
Contrary to Muslims' self-perception, the debate on Islam's alleged incompatibility with democracy continued in the post-war era. Encapsulated under "modernisation", this debate was integral to the West's domination of the Middle East, because empire maintains itself not just by brute force but also by presenting itself at the service of rhetoric such as democracy.
The 'why' of de-democratisation.
Why did the West de-democratise the Middle East? It did so, I submit, because seldom did its power elites see the region as a people with diverse, dynamic social-cultural texture instead of a repository of multiple resources and strategic interests. Hence their prime aim was to keep the Middle East "stable" and "manageable"

これに対し、「国籍を変えてまで出場するのはカンボジアの選手に失礼」「両国の懸け橋になって」など様々な意見が出ている。国の誇りを背負う五輪選手の重責を果たせるのか――。
「世界記録を出すつもりでロンドンを走りたい」。３月２６日、代表決定を受けて東京・墨田区で記者会見した猫さんは、緊張で手を震わせながら決意を語った。普段は「猫魂」の文字が入った赤いＴシャツ姿が多いが、この日はスーツにネクタイ。国籍変更での出場に批判があることについて「厳しい意見があることはわかっている。やると決めたので最後までやり遂げたい」と語った。
ネット上では、「芸能人がふざけて五輪に出るのは真剣に競技に打ち込んでいる選手に失礼」「目立ちたいだけではないのか」といった批判が目立つ。
カンボジアを支援するチャリティーマラソンを企画するなど交流を深めてきた元五輪銀メダリストの有森裕子さん（４５）も読売新聞の取材に「日本人に代表を譲る若い選手の心中を思うと悔しい」と涙声で訴えた。猫さんと五輪代表枠を争ったヘム・ブンティン選手（２６）を日本の大会に招待したこともある有森さん。「貧弱な練習環境の中で選手たちは力をつけてきている。現地の選手に出てほしい」
これに対し、日本陸上競技連盟理事の瀬古利彦さん（５５）は、「実力で勝ち取った代表で評価したい。両国の懸け橋になってほしい」と期待する。

猫さん入賞をカンボジア政府評価、国籍変更打診
猫さんがフルマラソンを始めたのは２００８年の東京マラソンで、１０年１２月にカンボジアで開かれた大会で３位に入賞。
これが同国政府に評価され、国籍を変更しての五輪出場を打診された。昨年１１月、国籍を取得した。初マラソンのタイムは３時間４８分台だったが、毎年自己ベストを大幅に更新。今年２月の別府大分毎日マラソンで２時間３０分２６秒の自己ベストを記録し、カンボジアでトップになった。
五輪陸上では、全種目で参加標準記録に届く選手がいなかった場合、男女１人ずつがいずれかの種目に出場できる特例がある。参加標準記録Ｂ（２時間１８分０秒）に及ばない猫さんはこれに該当する。
国籍取得手続きをサポートしたカンボジア・ドリーム社（東京）によると、取得には原則７年以上の居住歴が必要だが、現地事務所を持つ同社が保証人になることで取得できたという。

カンボジアオリンピック委員会（ＮＯＣＣ）は、２６日付の広報紙＜カンボジアオリンピック新聞＞に、「３人のロンドン五輪代表を選んだ」と発表した。そのうちの一人が、カンボジア国籍を取得したお笑いタレントの猫ひろしさん（３４）で、マラソンに出場する。強力なライバルを差し置いて、なぜ彼が選ばれたのだろうか。
私は２月１３日付のコラムで「猫さんが代表に選ばれるのは難しい」と予想した。はずれた理由を考え、カンボジア世論を重視した見方が間違っていたことに気づいた。
猫さんは２月の別府大分毎日マラソンを２時間３０分２６秒で走っている。カンボジア人選手の今シーズン（２０１１年秋～２０１２年春）のベストタイムである。ただ、ライバルのヘム・ブンティン選手（２６）のタイムは２時間３１分台で、気象条件の違いなどを考慮すると、猫さんの記録と大差はない。私は、カンボジア人なら、五輪に出るために国籍変更した外国人でなく、貧しいが実力のある母国の若きエースを選ぶだろうと考えたのだった。
カンボジア政府の損得勘定 猫に課せられた義務とは？
だが、カンボジア政府の立場から考えると、違った損得勘定がみえてくる。
首都プノンペンで６月１７日に国際ハーフマラソン大会が開かれる。今年が２回目で、１９９０年代に始まったアンコールワット国際ハーフマラソンほど世間に知られていない。
主催はＮＯＣＣであり、興味深いことに、共催者として、猫さん本人が名前を連ねている。一個人がマラソン大会を共催するとは、どういう意味なのか。猫さんの国籍取得手続きに協力したカンボジアドリーム社によると、それが彼に課せられた『義務』だという。
カンボジア国籍を取得するには、原則として７年以上の居住歴が必要だ。ずっと日本に住んでいた猫さんが特例で認められたのは、カンボジア代表として、東南アジア大会などでの活躍を期待されたからだろうと想像していた。しかし、政府の書類に明記されていた国籍取得の条件は、国際競技会への出場ではなく、「カンボジア（の事業）に貢献すること」だった。
マラソンランナーの猫さんにできる貢献は、マラソン大会のＰＲだ。知名度の高さと話題性を生かし、日本人参加者と日本の協賛企業を増やすことである。
日本のオリンピック委員会（ＪＯＣ）は独立した財団だが、ＮＯＣＣは、政府観光省傘下の組織であり、国際競技会への選手派遣だけでなく、プロレスや音楽コンサートの興業も手がけているらしい。ＮＯＣＣ会長はトン・コン観光相が兼務している。
政府は、首都プノンペンのスポーツ施設を充実させていく計画を立てており、首都で開くマラソン大会が盛況になることを望んでいる。観光相にしてみれば、反骨心旺盛で言うことを聞かないブンティン選手より、日本へのＰＲを期待できる猫さんを利用した方が都合がよいとも言える。
プノンペン国際ハーフの宣伝ポスターには、猫さんのアップ写真が用いられている。この大会に、彼が五輪代表として出るか、ただのお笑いタレントとして出るかでは、ＰＲ効果がまったく違う。代表選考に観光相の意向が影響を与えたことは、想像に難くない。
カンボジアで人気があるのはサッカーや格闘技で、マラソンはマイナーなスポーツだ。日本のように、マラソン代表選考の結果に国民が大きな関心を寄せることはない。猫さんを選んでも世論が反発するほどの騒ぎにはならないのだろう。
それでも、カンボジアの若手選手の機会を奪っていいのかという疑問は残る。五輪メダリストの有森裕子さんは、猫さんの選出に対し、「これが本当にいいことなのかと考えると、複雑な気持ちだ」とコメントしている。
有森さんが代表理事を務めるＮＰＯハート・オブ・ゴールドは、アンコールワット国際ハーフマラソンの運営に協力してきた。優勝したブンティン選手を日本のマラソン大会に招待したこともある。彼女は、カンボジアの長距離選手たちの恵まれない状況をよく知っているのだ。
「ぼくが出ることにいろいろな意見があります。批判している人が間違っているとも言えません。でも、スポーツですし、勝負の世界です。選んでくれたオリンピック委員会、応援してくれた方々の期待に応えるため、世界一、練習するつもりでのぞみます」
猫さんは２６日の夜、東京スカイツリーのそばのスタジオで記者会見を開き、そう語った。猫さんのもとには、ロンドン五輪組織委員会が発行したエントリー受付票が届けられたという

部落解放同盟 全国大会始まる

部落解放同盟の全国大会が３０日から大阪で始まり、差別の撤廃に向けた今後の運動方針が話し合われました。
ことしの全国大会には、部落解放同盟の関係者およそ６００人が参加しました。
組坂繁之委員長があいさつし、「人権侵害を救済するための法律の制定を早期に実現させるとともに、あらゆる差別の撤廃に向けて全国で地道な活動を進めていくことが重要だ」と述べました。
そして、今後の運動方針として、今の国会での法案の成立に向けて、関係団体との連携や政府などへの働きかけを強めていくことなどが示されました。
また、全国でのさまざまな差別の問題も報告され、東京電力福島第一原発の事故に関連して、周辺の住民への差別的な発言や風評被害が起きているとして、断固とした姿勢で取り組んでいくことを確認しました。
大会は３１日まで開かれ、今後の運動方針が盛り込まれた大会宣言の採択などが行われます。
