連合国軍総司令部（ＧＨＱ）は「松本委員会案は明治憲法の焼き直しにすぎない」として、マッカーサー元帥が２月３日、ホイットニー民政局長に総司令部主導の草案作りを命じた。
その際、「天皇は元首」「自衛戦争の放棄」「封建制度廃止」を記したマッカーサー三原則が提示されたとされる。
芦田均氏を委員長とする芦田小委員会では、芦田氏が２１年７月、日本の戦争放棄を求めた憲法９条の２項に「前項の目的を達するため」との文言の挿入を提案した。芦田氏は後に、「自衛のための戦力保持の余地を残した」と語った。

Seven black teenagers were arrested on suspicion of committing a hate crime after attacking a 15-year-old Hispanic boy as he walked home from school in Southern California.
A video which captured the brutal attack in Palmdale on March 14 were posted on YouTube but have since been removed.
It showed as many as 10 boys surrounding the victim and challenging him to a fight. The suspects then began hitting him while others watched.
During the beating, the teens made racially derogatory statements that were captured on the video, according to Lt. Don Ford of the Los Angeles County Sheriff's Department.
After the victim fell to the ground, the assailants kicked him multiple times in the head, knocked out several teeth and left shoe impressions on his skin, Ford said.

Antrim arson and vandalism attacks 'hate crimes'

A man targeted in a racially motivated arson attack in Antrim overnight has said his wife and nine-month-old son were left in tears by the incident.
Martin Francis was at home in Tower Way on Saturday morning when police told him his car had been set alight.
A window of a house in Tower Link was also broken. Police are treating the attacks as hate crimes.
Mr Francis moved to Northern Ireland from India four years ago. He is now worried he will be targeted again.

Arizona law would criminalize being lewd or annoying on the Internet

The Arizona state legislature apparently finds it difficult to tell the difference between a telephone and the Internet and has passed a bill that would extend the definition of harassment originally devised for phone conversations to anything communicated or published online.
As summarized by the Comic Book Legal Defense Fund, “The bill is sweepingly broad, and would make it a crime to communicate via electronic means speech that is intended to ‘annoy,’ ‘offend,’ ‘harass’ or ‘terrify,’ as well as certain sexual speech. Because the bill is not limited to one-to-one communications, H.B. 2549 would apply to the Internet as a whole, thus criminalizing all manner of writing, cartoons, and other protected material the state finds offensive or annoying.”
The bill is currently awaiting Governor Jan Brewer’s signature, and the Media Coalition, which defends first amendment rights in the media, has sent her a letter outlining some of the problems with the legislation.
“H.B. 2549 would make it a crime to use any electronic or digital device to communicate using obscene, lewd or profane language or to suggest a lewd or lascivious act if done with intent to ‘annoy,’ ‘offend,’ ‘harass’ or ‘terrify,’” the letter notes. … ‘Lewd’ and ‘profane’ are not defined in the statute or by reference. ‘Lewd’ is generally understood to mean lusty or sexual in nature and ‘profane’ is generally defined as disrespectful or irreverent about religion or religious practices.”
It appears that the Arizona law could criminalize the recent interview in which Meghan McCain — daughter of Arizona senator John McCain — told Playboy, “I’m strictly dickly. I can’t help it. I love sex and I love men.” Or any random atheist saying, “There is no god” — provided some official was prepared to conclude it was done with the intention of annoying believers.

旧ソ連がなぜ崩壊したのかは諸説あるが、大陸間弾道ミサイル（ＩＣＢＭ）、潜水艦発射弾道ミサイル（ＳＬＢＭ）、戦略爆撃機という核の三本柱（トライアド）を構築し、最後は戦略防衛構想（ＳＤＩ）を掲げた米国と張り合うため、自らの経済力の身の丈を超える軍拡競争に引きずり込まれたが故に破綻に追い込まれたという見方は成り立つだろう。
冷戦時代、米国と旧ソ連はそれぞれ核戦力の増強に血眼になったが、トライアドを確立し得たのは米国のみといってもいい。旧ソ連のそれは米国に比べて不完全なものであり、旧ソ連はＳＬＢＭの開発に予算を注ぎ込むよりも広大な国土を持つ大陸国家の特性を生かして、核開発の予算を一点集中的にＩＣＢＭの開発に回すべきだったのではないか。
「我々の展開できる核戦力は、米国やロシアの爆発力と同量ではない。しかし、国家の防衛にとって、それぞれの手段における規模の割合は絶対的価値のあるものではない。人間も国家も一度しか死ぬことはできないのであり、核抑止力を保有し、確固たる決意と確信があれば侵略者を葬ることができる」
「米国はソ連の攻撃を［欧州が］受けた場合、核兵器を使用する決意を持っていない。核兵器は米国を守る事態においてのみ行使されるだろう。これはフランスや西独の利益にならない。即時、核使用が可能な体制だけがロシアを抑止できるのである」
猫ひろしさん五輪代表、カンボジアの反応は…
もっとも、カンボジアでは猫さんの五輪出場はほとんど話題になっていないらしい。来日４年目の留学生（２５）は、「どこの出身だろうが、カンボジア人であることに間違いない。貧しく、スポーツを楽しむ余裕のない人が多いので盛り上げてほしい」と語る。在日カンボジア大使館のシム・ビリャ１等書記官も「彼を通じて、日本人がカンボジアのことに関心を持つきっかけになってくれればいい」。
国籍を変更して国際大会に出場するスポーツ選手は猫さんだけではない。ロシア国籍を取得したフィギュアスケートの川口悠子選手は２０１０年のバンクーバー五輪に出場。体操元メダリストの塚原直也選手もオーストラリア代表での五輪出場を目指し、国籍取得を申請している。
ただ多くの選手が現地に生活拠点を移したのに対し、猫さんは東京暮らしで、五輪に向けた練習も日本を中心に行う予定。芸能活動もあり、カンボジアにはレースなどがある時に“帰国”するという。（稲村雄輝）
