It is the foreigners wot done it. That was George Osborne’s excuse on Tuesday for how far the economy and the public finances are now off track. This was, of course, also the excuse used by Gordon Brown, Labour chancellor of the exchequer and prime minister, for the disaster that befell the economy in 2007 and 2008. Mr Osborne scorned Mr Brown’s excuse. Should we now scorn the chancellor’s?

The big facts are that the UK is set for a lost decade and a longer period of stringency than expected. The government’s position is that there is no alternative. That has now become a self-fulfilling prophecy. So blame foreigners: that always works.

Her biggest struggle was getting out of DeLisle, a place which for years she hated, for its smallness, its racism. The wealthy family her mother worked for paid for Ward to attend a private school, where for a while she was the only black girl in the entire student body. It wasn't a happy experience. When she was about 12, a boy came into her classroom one day, sat on her desk, "and started telling nigger jokes. And no one said anything. And I was looking at my papers. And I thought, he wants me to freak out, to start crying or to get angry. And I sat there and kept writing, and probably failing, and attempting to ignore him. When he saw he wasn't getting any response he said: 'Come on Mimi, I know you know some good honky jokes. Why don't you tell them to us?'" The teacher came back in and kicked the boy out, but Ward didn't tell anyone what had happened and it wasn't discussed in her friendship group. "No one else said anything and I was very aware of the fact that I wasn't part of their community, racially or socially."

UK Shop Owner Suspects Murder Of Sri-Lakan Man Was Racially Motivated
A Sri-Lankan shop worker at Stanley News and Wine may have been the victim of a racially motivated killing, his employer feared today.
The 30-year-old dad of two, who has children aged three and six, was stabbed in the neck as he manned Stanley News and Wine in Kingsway, Huyton on Tuesday night.
While detectives said they were keeping an open mind as to the motive for the attack shop owner Gunapale Welhengama, 63, said he believed it was race-related.
Dr Welhengama, who owns a string of newsagents in Huyton, today paid tribute to the shop assistant, who the ECHO is not naming while police attempt to locate his family in Sri Lanka.
He said: “It was not a robbery – nothing was taken from the shop. I can’t see any motive other than a racial one.
“There are a lot of Sri Lankans running newsagents in Liverpool and Wirral and a lot of [racial] incidents go on but this is a big one. It is a brutal murder.
“We are absolutely stunned by what has happened. He was one of the most polite, most courteous and hard-working men I have ever known.

Australian Police Officer Accused Of Tipping Off White Supremacist
A former policeman tried to tip off a man associated with a known white supremacist to warn him that phone calls were being intercepted by police, a Perth court has heard.
Robert David Critchley, 43, is on trial in the Perth District Court, charged with attempting to pervert the course of justice.

A tiny church in rural Kentucky has voted to ban interracial couples from joining its congregation, pitting members against each other in an argument over race.
Members at the Gulnare Free Will Baptist Church in Kentucky voted on Sunday on the resolution, which says the church "does not condone interracial marriage".
The church member who crafted the resolution, Melvin Thompson, said he is not racist and called the matter an "internal affair".
"I am not racist. I will tell you that. I am not prejudiced against any race of people, have never in my lifetime spoke evil about a race," said Thompson, the church's former pastor who stepped down earlier this year.
"That's what this is being portrayed as, but it is not."
Dean Harville, the church's secretary, disagreed - he said the resolution came after his daughter visited the church this summer with her boyfriend from Africa.

The Netanyahu government's Ministry of Immigrant Absorption is sponsoring advertisements in at least five American communities that warn Israeli expatriates that they will lose their identities if they don't return home.
The Ministry is also featuring on its website a series of short videos that, in an almost comically heavy-handed way, caution Israelis against raising their children in America -- one scare-ad shows a pair of Israeli grandparents seated before a menorah and Skypeing with their granddaughter, who lives in America. When they ask the child to name the holiday they're celebrating, she says "Christmas." In another ad, an actor playing a slightly-adenoidal, goateed young man (who, to my expert Semitic eye, is meant to represent a typical young American Jew) is shown to be oblivious to the fact that his Israeli girlfriend is in mourning on Yom HaZikaron, Israel's memorial day.

For Byron Thomas, the Confederate battle flag isn’t about race.
The flag that the black 19-year-old University of South Carolina Beaufort student hung from his dorm room window is about Southern pride — pride that even a black Southerner can feel, he said.
Thomas, who grew up in North Augusta, said the South has been good to him. It’s a land of church, football and “good eats,” he said.
Thomas researched the history of the flag for a class project. That research convinced him the banner was about states’ rights rather than slavery.
“That’s all people want to see is racism. They want to see the KKK. They think of slavery. But that flag is a battle flag used for communication (during the fighting),” Thomas said.

On World AIDS Day, blacks remain outcasts

Dec. 1 is World AIDS Day, and in the United States we must draw attention to the need to combat AIDS in the African-American community.
Blacks make up only 14 percent of our population but account for 44 percent of all new HIV infections, making them the racial/ethnic group most affected by HIV, the virus that leads to AIDS, according to the Centers for Decease Control and Prevention.
One in 16 black men and onein 32 black women will be diagnosed with HIV at some point in their lifetime, the CDC predicts. In 2009, black men had an HIV infection rate more than six and a half times as high as white men, and two and a half times as high as Latino men, as reported by the CDC.
In 2009, black women accounted for 30 percent of new HIV infections among blacks. A whopping 85 percent of black women with HIV acquired it through heterosexual sex.
"The rate of new HIV infections for black women was more than 15 times as high as the rate for white women, and more than three times as high" as that of Latinas, the CDC found.
Blacks are especially at risk for social and economic reasons. First, 27 percent of blacks live in poverty, compared to 9.9 percent of whites. That often translates into limited access to high-quality health care and HIV prevention education.Second, blacks experience higher rates of other sexually transmitted infections, which can significantly increase the chance of contracting HIV.
Third, the cultural stigma associated with HIV/AIDS in the black community is so high that it discourages people from even finding out their health status. "Many at risk for infection fear stigma more than infection and may choose instead to hide their high-risk behavior rather than seek counseling and testing," the CDC states.

岩手、宮城、福島の３県で、外国人技能実習制度を利用して企業などで働いていた外国人の実習生が、いったん帰国した後、戻ってこない例が相次いでいる。
法務省入国管理局によると、実習生の数は東日本大震災前の昨年末に比べて約２０００人減り、ほぼ半数になったと推計される。原発事故による放射能などへの不安が背景にあるとみられる。
昨年新設された「技能実習」の在留資格を持つ実習生は今年９月末時点で、岩手県９９９人、宮城県３４１人、福島県９０９人の計２２４９人。同局の推計では、昨年末には、旧来の在留資格を持つ実習生を含めて４５００人近くがいたとみられる。
津波被害を受けた宮城県石巻市の水産加工会社では、中国人実習生１７人が魚介類のパック詰めなどを担っていたが、震災直後、全員が帰国。１０月に操業再開したが、戻ってきたのは２人だけ。「戻りたいという人もいるが、親の反対が強いようだ。日本人従業員も自宅の片づけなどでフルタイムで働けず、生産量が落ちた」（会社幹部）という。

中国人実習生訴訟：賃金差額一部支払う 園芸会社側が方針－－初弁論 ／群馬
外国人研修・技能実習制度を利用して来日した中国人女性３人が研修の実態は労働だったなどとして、富岡市内の園芸会社に最低賃金との差額や時間外賃金など計約６６１万円の支払いを求めた訴訟の第１回口頭弁論が１５日、前橋地裁（水橋巌裁判官）で開かれた。会社側は答弁書で、３人が１年目の研修期間中、日中の研修に加え「内職」があったとして、時間外労働分も含めた最低賃金額との差額を一部期間について支払う方針を示した。
訴状によると、実習生３人は０８年７月に入国し、同社で洋ラン栽培などに従事。今年１月、有期雇用期間満了（今年７月）前に解雇されたが、正当な理由はなく無効と主張。１年目の研修期間中の実態は労働だったとして、受け取った月５万円の手当と最低賃金額との差額などを支払うよう求めている。
会社側は答弁書で、１年目について最低賃金額との差額を支払う方針を示す一方、８カ月分は時効が成立しているとして、支払期間は４カ月分計約１５３万円に限られると主張した。また解雇理由は、実習生が無断欠勤するなど勤務態度に問題があったためと主張し、解雇後の賃金支払い義務を否定した。【塩田彩】
◇管理責任を強化 不正は潜在化か
「外国人研修・技能実習制度」は途上国の人材育成を目的に、９０年代前半に導入された。１年の研修後、実習生として２年間就労できるシステムだが、研修生から「実態は研修ではなく労働だ」と未払い賃金請求訴訟などが絶えず、国は１０年７月に「外国人技能実習制度」に改正。１年目から関連労働法規の適用を受けることになったほか、企業との橋渡しをする実習生の受け入れ機関に管理責任強化などを求めた。
法務省東京入国管理局によると、受け入れ機関の不正行為認定は０９年の４４４件から１０年は２１９件に半減したが、実習生問題に詳しい指宿（いぶすき）昭一弁護士（第２東京弁護士会）は「新制度で管理体制が強化された分、不正行為が潜在化しており、数字は実態を反映していない」と話している。
同制度で国内に滞在する外国人は約１４万５０００人（１１年９月末現在）で、県内は約２３００人（１０年１２月末現在）。【塩田彩】
