ケニア人元留学生：在留特別許可求め入管出頭　元駅伝選手

　２００８年の全国高校駅伝で優勝した私立豊川高校（愛知県豊川市）女子駅伝部のメンバーで、その後同校を退学、行方不明になっていたケニアからの元留学生、ワイセラ・ワイリムさん（１８）が、在留特別許可を求めて名古屋入国管理局に出頭したことがわかった。支援者によると、ワイリムさんは「復学して高校卒業の資格を取り、将来は日本で陸上競技を続けたい」と訴えているという。

　ワイリムさんは０７年に来日し豊川高に入学。主力選手として翌年の全国高校駅伝初優勝に貢献した。しかし０９年３月、「出席日数が足りない」として退学処分を受けた。

　仕事先のケニア人から相談を受けた同県蟹江町の中古車販売業、服部彦三さん（８１）がワイリムさんを支援、自宅周辺でトレーニングも続けていた。身元引き受けを明確にするため昨年９月には養子縁組もした。

　就学ビザによる在留期限は昨年９月に切れており、ワイリムさんは今年２月９日、在留特別許可を求め名古屋入管局に出頭し、その場で収容された。現在、同入管で審査中。【黒尾透】

先日、イギリスの話で履歴書などで、名前が外国人風だと、その段階で差別されるという記事があったが、これはアメリカ、カナダ、フランスなどでも同じらしい。

　中国が日本のために広島に来てくれるなら、それはそれでいいが、日本は中国のために、南京とチベットに訪問すべきかもしれない。

　もっとも、中国が単独で広島に訪問するだけでも中国にとってはお得な行事だと思うが。

Girl, 11, endured 'horrific' sex trafficking ordeal

The girl was moved around locations across Sheffield for sex
A woman whose 11-year-old daughter was targeted by a human trafficking ring in South Yorkshire has spoken of her family's "absolutely horrific" ordeal.
The mother, known only as Angela, described how her daughter was used for sex, being moved between flats and hotels in Sheffield.
She said a group of young men - who her daughter met through fellow pupils - used threats and violence to control the girl's behaviour for three years.
When Angela tried to intervene in the situation to help the girl her family was threatened.
She told the BBC men would tell her daughter that they were going to kill her family or burn down the house.

We found out that these men were taking them and using them for sex. All these girls were under 13 years of age

According to one charity, the girl is one of at least 400 families in the UK, affected by sexual exploitation in the last five years.

Some 70% of gay men and woman have been subjected to verbal or physical attacks because of their sexual orientation but most of them do not report the incident to the authorities, according to government research published on Wednesday.

Some 70% of attacks were verbal while 30% involved threatening behaviour or actual violence, the survey showed. Most of the perpetrators are young men operating in groups and at least a third are under the age of 18. Younger attackers are more likely to use physical violence.

Analysis of actual reports made to the police in the first six months of this year show 86% of the perpetrators are native white Dutch people and 14% from the ethnic minorities. Other research carried out by the University of Amsterdam last year showed 36% of the attackers were native Dutch - reflecting their share of the city's juvenile population

　日本にもこういうサイトはあるわけで、中国人や韓国人を不当に一般化して非難するサイトもあるわけである。また、例えば、有道ブログなどもその一つといっていいだろう。

日本や日本人に関して

　憎悪のある嘘や誤った情報や誇張をひろめ、
　明かな嘘を訂正も拒否することが多く、
　当該フォーラム以外での公開の議論や対話を拒否し、
　実在する一私人たる日本人に関して誹謗し、
　暴力的手段を是認する組織と協調している。


　例えば、在日外国人に暴力を受けた、在日外国人の犯罪を目撃した、在日外国人から嫌な目にあった、などなど、そうした体験談ばかりを募集するサイトがあれば、それだけでも憎悪を煽るサイトであることは、明かであろうが、しかし、一部の在日外国人、在日外国人ジャーナリストはそれに気づかないらしい。

In a crackdown on crime by foreign immigrants in the UK, almost 2,600 drug smugglers, people traffickers and fraudsters have been prosecuted in a joint initiative by Britain’s newly created law enforcement agency, United Kingdom Border Agency, government agencies and police teams since April 2008.

In addition 5,400 foreign national prisoners were deported and over 67,000 people were removed or voluntarily departed.

UKBA Immigration Crime Teams, numbering 300 police officers countrywide, have been concentrating on the identification and disruption of organized immigration crime, including human trafficking, fraud and forgery and have so far managed to seize over US$ one million in assets.

“When people come to live in the UK they enter into a deal: to work hard and play by the rules to earn their right to stay. Those who choose to commit crimes break that deal and must be removed," Border and Immigration Minister Phil Woolas asserted in a report.

The UKBA Immigration Crime Teams, in collaboration with the Police, the Serious Organized Crime Agency and the UK Human Trafficking Agency, is creating a hostile environment for organized criminals who prey on vulnerable immigrants and taking action against law breakers by using joint strategies and tactics, including hubs for shared intelligence gathering, surveillance techniques and forensic support.

Records disclosed by 10 police forces reveal a 120 per cent rise in the number of non-Britons arrested, charged or convicted of offences between 2003 and 2008.
And figures from 20 forces, covering more than half the population of England and Wales, show that foreigners committed or were accused of more than 70,000 offences last year – pointing to a nationwide total of well over 100,000 offences if all 43 forces had provided figures.


The figures, released under the Freedom of Information Act, will renew public debate over immigration, border controls and the deportation of convicted foreign criminals at the end of their jail sentences, the issue which cost Charles Clarke his job as Home Secretary.

POLICE are struggling to cope with a wave of violent crime caused by the arrival of hundreds of thousands of immigrants, one of Britain’s senior officers has warned.

In an unprecedented move for British policing a team of 18 constables armed with sub-machineguns, led by an inspector and two sergeants, will operate permanently in 塗otspots in Brixton, Haringey and Tottenham.

The officers, from the Met's Specialist Firearm Command SO19, will patrol estates and streets to prevent shootings and stabbings.

The move, which follows a 30 per cent surge in gun crime in London this year, will be the first time in Britain that armed officers have been put on permanent patrol.

Immigration and crime: the real results

The Guardian reports that the study puts paid to the myth of a ‘migrant crime wave’, though few had actually said we were in the grip of such a phenomenon.
The main complaint of some police chiefs and council leaders is that the rise in the population caused by a high and unexpected surge of immigrants from eastern Europe has led to more crime in some areas and different types of offending.
The study, by the Association of Chief Police Officers, does not appear to challenge either of these assertions.
What it found was that the crime rate among immigrant workers from eastern Europe was no different from that among the indigenous population, which is a different point.
The overall number of crimes may well have gone up in some areas, such as Cambridgeshire (or not fallen as fast) where there are a large number of seasonal workers; but not the rate of crimes in proportion to the population.

UK Police Report Says Immigration Crime Wave is a Myth

British daily The Guardian claims that a new police association study has concluded that immigrants from Eastern Europe entering the UK have not caused a rise in crime.

The report’s conclusions fly in the face of popular beliefs which often make British headlines linking new migrants to crime. The figures show that new immigrants from Eastern Europe commit crimes on par with their native counterparts.

A senior source with inside knowledge of the report told the Guardian “People are saying crime is rising because of this influx. Given 1 million people have come in, that doesn't make sense as crime is significantly down."

The hundreds of thousands of migrants who have flocked to Britain in recent years have had a significant impact on communities and have placed fresh demands on policing, a review has found.

Pressure on police resources has soared while a lack of criminal intelligence from Poland and its neighbours has left the UK vulnerable to criminal gangs.

The damning report will be presented to Jacqui Smith in a key meeting, at which many chief constables will demand extra funds to cope with the effects of Labour’s open-door policy.

In some areas of the UK, the number of foreign people being arrested has more than doubled in the last few years. In the space of one year, arrests of foreign people for drink-driving offences has increased 17 times.

It has been suggested that police are under-resourced and have been unable to deal with the large increase of the UK population due to migrants.

Channel 4 News Online surveyed police forces across the UK. Every force that provided information had experienced an increase in foreign arrestees. The Metropolitan Police alone experienced an increase of 21,398 to 43,789 foriegn arrestees between 2003 and 2006.

A former city cop slapped the NYPD and one of its captains with a sex and race discrimination lawsuit, alleging they blocked her from promotions because she had kids.
Tamara Golston-Green, 36, filed the suit in Queens Supreme Court on Monday, alleging that her former boss, Capt. John Denesopolis pushed her out of the force by assigning her an overnight shift while she had two young children, the Daily News reported.
"I just don't like women because they have babies," Denesopolis once told Golston-Green, the lawsuit alleges.
Golston-Green, who was an NYPD sergeant when she left the force in 2006, says she worked for seven years without problems before being assigned to Denesopolis.
"Going to work was a nightmare which caused her to have panic attacks and be very emotional driving there," her attorney Anthony Ofodile wrote in the lawsuit. "The torture just got worse."
Golston-Green left law-enforcement and New York after just two years under Denesopolis. The Queens Village woman moved to Texas where she now works for an airline company.
"He was the one," she said, referring to her former NYPD boss, "who made it impossible for my dream to continue."
City lawyers didn't comment because they said they have not reviewed the lawsuit yet.

Ex-Apple employee Shaune Patterson has alleged the Mac maker discriminated against her because of her race, her size and her sexual orientation.

In a complaint filed with the US District Court of Northern California some time ago but amended on 16 May, Patterson claims Apple suspended her for a month and then fired her after she complained that white-skinned colleagues received bigger wage packets than she did even though they were in less elevated positions.



The hat-trick of discrimination Patterson alleges Apple inflicted upon her centres on claims of racial prejudice which, she maintains, was the reason behind the different salaries and her subsequent termination.

To that she adds the claim that an Apple manager wrote a memo describing her as a "rather obese-sized black lesbian".

Two area employers face sexual harassment lawsuits
The Supreme Court’s same-sex precedent for harassment came from a N.O. case

Boh Bros. is accused of firing Kerry Woods in early 2007 after he complained to co-workers and superiors that a superintendent harassed him while working on the Interstate 10 Twin Span repair and maintenance project. The superintendent allegedly subjected Woods to “unwelcome verbal and physical sexual taunting, innuendo and sexual advances.” The allegations include the superintendent “feigning having anal sex” with Woods and urging Woods to look at the superintendent’s penis.

An EEOC trial attorney declined to elaborate on whether the alleged harassment occurred in the presence of other workers, if other workers experienced similar harassment and whether the superintendent personally ordered Woods’ transfer and firing.
Boh Bros. spokeswoman Ann Barks said she could not comment on pending litigation but forwarded a written statement that said the company would act “swiftly and appropriately” if it finds misconduct.
Milton Berry, owner of school bus provider Berry Services, is accused of firing Lakisha Baker in February 2007 the day after she refused Berry’s order to call him to discuss having sex. Baker alleges that Berry propositioned and touched her inappropriately on her first day of work in November 2006. The alleged harassment continued daily, including Berry’s offer of a promotion or salary increase in exchange for oral sex.
“Ms. Baker stated that on one occasion Mr. Berry pulled her pants down and tried to touch her,” the complaint states.
At least three female employees of Berry Services claim to have experienced sexual harassment from 2003-07, said Michelle Butler, EEOC senior trial attorney in the New Orleans Field Office.
Butler said that, to her best knowledge, none of the alleged harassment occurred in view of school students. But there is still concern that “he is providing service to where he would have access to children,” she said.
Berry said he was not aware of the lawsuit when contacted Wednesday.

Illegal immigration, a problem no one wants to solve

Illegal immigration is one of those issues that we file under vexing. It vexes us. And part of our frustration lies in our conflicting attitudes over it. We're told immigrants crossing our border illegally are coming here to work and make a better life for themselves. That's a story as old as America itself so we empathize with what has been a great tradition in our country.
But we're told they're taking jobs from legal American citizens, a notion we find wholly unfair. Yet, the same people who complain about that also complain about welfare fraud and the number of those same American citizens who cheat the system on the taxpayer's dime all because they choose not to work, a notion we find wholly unethical.
We hear of Americans who do want to work but can't get the work because employers would rather hire illegals for less money, which we find utterly greedy and downright unpatriotic. American employers --members of the free market system we love to champion as a paragon of American success-- saving money by paying lower wages to those who don't deserve to be here without passing on those savings to consumers who should benefit from cheaper wages through lower prices thereby. Meanwhile, the American citizen denied a job, applies for government assistance, paid for not only by the taxpayer who doesn't save money through cheaper products via lower wages, but paid for by the employer as well, who thought he could save money by not hiring American citizens.
Unions don't rush to protect their members who are denied jobs at construction sites in the hope that the illegals who come here will remain here, become regularized here and join the union given that membership in labor unions has fallen to unprecedented levels.
Democrats, who complain about laws violating the privacy of Americans, say nothing when those same Americans are denied the right to earn a day's pay. They prattle on about principals of equity and fairness yet play favorites with illegals at the expense of the legal so they as not to offend a growing Latino population they plan to register as party voters.
Republicans defy their traditional conservative principles of patriotism, nationalism and champions of the free enterprise model all to placate the businesses that benefit from cheap labor at the expense of the fanatical patriots who support their party.
Others who have jobs moonlight as forgers to supply fake IDs for illegals, yet critics will blame the illegal and not the forger, even though both broke the law. Yet those same critics, the American public, hire more illegals for day labor than does any other sector of the American economy. Let me say that another way: The largest employer of illegals is the average American homeowner. Your neighbor getting the lawn mowed, the house painted, the drywall installed or the roof repaired: 49 percent of all day laborers are hired by homeowners and home renters.
We want our yards mowed, houses cleaned, homes built, food served, produce picked and processed, and menial jobs tended to, and we want our borders secure (from those who are willing to do these jobs because, good gravy, what part of illegal don't you understand?
We often hear people say "Buy American!" but instead we prefer to buy for less.
Our own federal government acknowledges the illegal immigration problem yet, enables it. Illegals by the thousands flooded into post-Katrina New Orleans to clean out, tear down and rebuild a devastated city, and while the Davis-Bacon Act requires that a wage equal to the prevailing union wage in the community be paid to all workers, the federal government waived the law, making it legal to pay the majority of illegals nearly 40 percent less than the wage paid to legal workers.
Yet the government is happy to collect Social Security taxes from illegals with phony Social Security numbers knowing those illegals will never collect a dime from Social Security --a free tax for Uncle Sam.
Why weren't those jobs being held by New Orleans natives who lost homes and jobs? Was it because they were displaced? Why would that stop them? Was it just easier to get a free place to live, even if it was a trailer? Was it because those jobs were tough, dirty and dangerous, or was it because unscrupulous employers would rather hire illegal immigrants who could be paid sub-par wages in cash without following the labor laws of the United States.
Even when the promise of a solution is presented thanks to technological advances, we have resistance. Come September, E-Verify will become the official policy of the United States government. Employers who receive federal contracts will have to use the electronic system to check the legal status of their employees.
Yet, such paragons of free enterprise like the United States Chamber of Commerce and the editors of the Wall Street Journal, 100 percent accurate and no system on Earth is good enough to handle this problem. The Journal's editor's think Barack Obama and former President George Bush are wrong to blame employers for illegal immigration into the United States; yet their answer at a time of severe economic contraction is to increase legal immigration quotas to compete against illegal immigrants rather than insuring that American businesses hire American workers.oppose E-Verify, warning that the program isn't
How do we can reconcile all these diametrically opposed pieces of the puzzle together? When you hear all these facts working at cross purposes from all sides, it's hard to say we aren't just a little bit two-faced. Who or where shall we place blame?
Here's the problem: No significant group in our society has enough of a self-interest in illegal immigrants do something about it. Not the unions, not the politicians (save a few who occasionally make noise), not city governments with their sanctuary city policies, not businesses that hire illegals, not even the average taxpayer. Everybody's got an excuse why they can't. We seem to be completely incapable of effectively dealing with the problem of illegal immigration, apparently because we don't want to.

BURBANK, Calif. - Chris James needed help moving a piano and three dozen boxes of records from his music studio, but instead of corralling some buddies he rented a truck and hired day laborers outside the local Home Depot.

The two Guatemalan men finished the job in an hour and a half, hauling a piano and wedging a sofa into his condo, then stacking the boxes in a back room, for less than $40.

It was first time James hired day laborers but it won’t be his last.

Crossing illegally into California for work, then coming to Stockton during this recession seems like ducking ocean liner fare by stowing away on the Titanic.

Yet they come. They always will, to every sizable city, in good times or bad. Here they gather by the Gateway McDonald's, hoping for work. That's a problem.

The city spent millions on the Gateway project because the downtown Stockton offramp, the city's gateway, gives many visitors their first impression of the city.

The idea was to spruce it up. Instead, "When people first come into Stockton, what do they see?" asked the mayor's assistant, Dennis Smallie. " 'Oh my God, it's unsafe.' "

Now the owner of the Mickey D's says the laborers scare off business. One man told me he drove his utility truck into the lot, craving a burger; six guys surrounded him.

Moreover, the current spot, improvised and unwelcoming, is as inhumane as it is poorly located. But what sort of place to provide, if any, is controversial.

Luis Magaña, an activist trying to help the laborers, says they deserve a building outfitted with bathrooms, water, seating, computers, even an on-site manager.

Others say tax dollars should not go to illegals. Some of these objectors - I'm sorry - hide nativism behind legal arguments.

Others have a legitimate point. Like Rick Fernandes. Fernandes is in construction. He has five employees, a shop, overhead.

"I've got a city license, a state contractor's license, liability insurance, workers' comp, auto insurance," Fernandes said. "My construction business - because the housing market's down - is hurt. Then I'm losing jobs to people who don't have licenses."

Fernandes says he lost four jobs last month to these undocumented, unlicensed crews. So you can guess how he feels about pouring tax dollars into a day labor center.

Crafting a fair solution is not easy. Still, a city that can site innumerable halfway houses for the mentally ill, parolees, even the criminally insane can find room for guys who want to work.

It need not be a Taj Mahal. Smallie points to Public Architecture, a San Francisco firm. It sells a $50,000 Day Labor Station, sort of like a field construction office with benches and awnings outside.

This project seems a perfect opportunity to recruit partners. Religious leaders should be asked if their flocks could offer anything from doughnuts and coffee once per month to more substantial commitments. That reduces taxpayer cost.

Heck, I'd even ask Mexico if it has any programs or pesos to contribute. Dollars Mexicans send home are vital to the Mexican economy, after all.

Magaña said he's pursuing that angle with a Mexican consular officer in Sacramento. The city might want to as well.

Relocating the day laborers need not require major subsidies to an underground economy. Just the minimum necessary to protect the Gateway investment and keep everybody safe.

Day laborers are regularly denied payment for their work, many are subjected to demonstrably
hazardous job sites, and most endure insults and abuses by employers. The growth of day-labor
hiring sites combined with rising levels of workers’ rights violations is a national trend that
warrants attention from policy makers at all levels of government.
